Why does US intelligence seem to be so far behind global affairs?

(Courageous Discourse) — Have you noticed how often the U.S. Intelligence Community is apparently surprised by major events? The 9/11 terrorists attacks, Saddam’s phantom WMDs, the assorted miscalculations in Afghanistan, Iraq, Libya, and Syria, Osama bin Laden hiding in plain sight in the prominent military town of Abbottabad, Pakistan, the great financial crisis, the alleged Russian hacking, COVID-19 coming out of Wuhan – all are represented as unexpected and unpredictable events.

The so-called U.S. Intelligence Community (IC) is a Leviathan of 18 organizations with huge staffs and budgets. And yet, in spite of its vast manpower and resources, the IC seems strangely inept. In order to understand what is going in the world, one needs only to pay a bit of attention and to do a bit of reading.

If my memory serves, in the year 1996, the eminent Princeton Arabist, Bernard Lewis wrote a long piece in Foreign Affairs about Osama bin Laden’s writings in a London Arabic newspaper.
